Pashinyan Names 2027–2028 as Target for Azerbaijan Peace Deal

Armenian Prime Minister Nikol Pashinyan has said a peace agreement with Azerbaijan could be signed in 2027-2028, while acknowledging that Baku has certain reservations about the deal.

Speaking to journalists, Pashinyan said the two sides needed to continue working toward an agreement, according to Sputnik Armenia.

“I said that a peace agreement with Azerbaijan could be signed before 2031. To be precise, I believe we should sign the agreement in 2027-2028. We must work with Azerbaijan,” Pashinyan said.

On October 15, the Armenian prime minister said at a government meeting that the peace agreement with Azerbaijan should be signed and ratified by 2031.

On August 8, 2025, Armenian Foreign Minister Ararat Mirzoyan and Azerbaijani Foreign Minister Jeyhun Bayramov initialed the agreed text of a peace agreement and a document on interstate relations in Washington.

On the same day, Pashinyan and Azerbaijani President Ilham Aliyev signed a joint declaration in the presence of US President Donald Trump.

Azerbaijan has repeatedly stated that amendments to Armenia’s Constitution are a condition for signing the peace agreement. Baku argues that the Armenian Constitution contains territorial claims against Azerbaijan.
