Azerbaijan’s parliament has approved an agreement between the governments of Azerbaijan and Slovakia on the exchange and protection of classified information.

The draft law approving the agreement was discussed at the first meeting of the parliament’s autumn session. The agreement was signed in Baku on July 8, 2026, according to Report.

The document establishes rules for protecting classified information exchanged between the two countries or created by their authorities and contractors operating under their jurisdiction.

Classification levels are determined in accordance with each country’s national legislation. In Azerbaijan, classified information can be designated as “of special importance,” “top secret” or “secret.”

Access to classified information will be granted only when required for official duties. Authorized individuals must be informed of their responsibilities for protecting the information and sign confidentiality agreements in accordance with the legislation of the receiving country.

Classified information must be transferred in line with the legislation of the sending country or through another procedure agreed in writing by the authorized security authorities. Electronic transmission will be permitted only through approved cryptographic means and established procedures. The receiving side must confirm receipt in writing.

The authorized security authorities will also inform each other, upon request, about changes in their respective national legislation, policies and practices concerning the protection of classified information.

Any disputes over the interpretation, application or implementation of the agreement will be resolved exclusively through consultations or negotiations. The agreement does not allow disputes to be referred to a national or international court or a third party.

Following discussion, the document was put to a vote and adopted in the first reading.
