Russia Backs Dissolution of OSCE Minsk Group By Late 2025

Russia has expressed support for the joint decision of Azerbaijan and Armenia to dissolve the OSCE Minsk Group, with the process expected to be finalized by December 2025.

The announcement was made by Russia’s Permanent Representative to the OSCE, Alexander Lukashevich, who said the decision involves shutting down three institutions - the Minsk Group itself, the post of the OSCE Chairperson-in-Office’s Personal Representative, and the High-Level Planning Group, The Caspian Post reports via Russian media.

“Given the position of both [Azerbaijan and Armenia] on the impracticality of maintaining these institutions, we see no reason to oppose their dissolution,” Lukashevich stated.

He explained that if no objections are raised by September 1, the dissolution will be considered officially approved. However, he noted that implementing the administrative and financial measures related to this decision will take several months, with the OSCE aiming to complete the process by December.

On August 26, Azerbaijani Foreign Minister Jeyhun Bayramov announced that the OSCE would take a final decision on the Minsk Group’s dissolution on September 1.
