Kazakhstan Partners With China to Build Smart Water Plant

Chinese investors are set to launch a high-tech plant in Taraz, Kazakhstan that will produce smart solutions for water resource management and irrigation.

The Memorandum of Cooperation was signed between Kazakhstan’s Ministry of Water Resources and Irrigation and a consortium of Chinese companies, with Minister Nurzhan Nurzhigitov and Yin Dewen, Director and Chief Economist of Yellow River Engineering Consulting Co. Ltd, putting their signatures to the document, The Caspian Post reports via Kazakh media.

The Chinese delegation also included representatives of Leture Technology and Cheng Cheng Group.

According to the ministry, the new facility will manufacture digital products such as automated water distribution management systems, water level and quality sensors, software-hardware complexes for irrigation network dispatching, as well as early warning systems for floods and emergencies.

The project aims to localize advanced Chinese technologies in Kazakhstan, promote knowledge transfer, and introduce modern standards into the national water sector. The plant will operate as part of an integrated “production-education-science” center, combining equipment manufacturing with specialist training and the adaptation of digital solutions to Kazakhstan’s climate and hydrological conditions.

Officials say the initiative will boost irrigation efficiency, reduce water losses, and enhance the country’s water security. The sides also agreed to cooperate on the reconstruction of irrigation systems with mandatory automation and digitalization, as well as on personnel training. In recent years, cooperation with Chinese partners has intensified, with 125 Kazakh water management specialists completing advanced training courses in China this year alone.
