Kazakhstan Secures Financing for New Kyzylorda Solar Park

Kazakhstan is expanding its renewable energy capacity with a new solar power park in the Kyzylorda region, backed by financing from the Development Bank of Kazakhstan (DBK), a subsidiary of Baiterek Holding.

DBK has provided 104 million Chinese yuan in financing to VIGOR Holding LLP under a credit line agreement. The funds will support construction and installation work, as well as the purchase and installation of equipment, according to Qazinform.

The project will add 70 MW of solar generation capacity and is expected to produce around 115.5 million kWh of electricity annually.

The project is being developed in several stages, starting with the 20 MW Shieli-1 solar power plant.

The next phases include the construction of the 20 MW Shieli-2 plant, which will be equipped with an energy storage system (ESS), and the 30 MW Zhanakorgan solar power plant.

The energy storage system will allow excess electricity generated during periods of peak solar production to be stored and supplied to the grid when demand requires it.

According to DBK, the technology will help stabilize electricity output, reduce pressure on the power grid and improve the reliability of the plants’ operations.

Renewable energy financing is among DBK’s strategic priorities as Kazakhstan works toward decarbonization and its long-term carbon neutrality goals.

Over the past 25 years, the bank has financed 218 investment projects and 151 export operations worth a combined KZT 19 trillion. These projects contributed to the launch of 151 enterprises and the creation of more than 38,000 jobs across Kazakhstan.

In 2025 alone, DBK financed 77 projects worth KZT 2.3 trillion.

The solar project in Kyzylorda comes as Kazakhstan continues to expand large-scale renewable energy infrastructure. The country has also approved plans for a 1,000 MW wind power plant with a 300 MW energy storage system in the Kostanay region, highlighting the growing role of energy storage in Kazakhstan’s renewable energy strategy.
