Kyrgyzstan Considers Tightening Coal Export Controls to Prevent Shortages

Kyrgyzstan is considering tighter state controls on coal exports to prevent domestic fuel shortages and sharp price increases on the local market.

A draft government resolution titled "On Certain Issues of Coal Transportation" has been submitted for public consultation, 24.kg reports.

According to the explanatory note, the proposed measures aim to ensure that domestic demand is met as a priority, particularly during the autumn and winter heating season. Export restrictions would serve as a tool for regulating the domestic coal market.

The draft's authors say similar measures previously helped Kyrgyzstan avoid coal shortages in 2026, keep prices under control and ensure that socially vulnerable households could purchase fuel at subsidized prices.

The proposed system would channel coal exports through a state-owned company, allowing authorities to monitor shipment volumes, coal grades and overseas selling prices.

The government also expects the mechanism to help combat smuggling and ensure that export-related taxes and customs duties are properly collected.

At the same time, officials aim to preserve the ability of companies to fulfill existing export contracts and attract investment into Kyrgyzstan's coal industry.
