The Free Trade Agreement between Ukraine and Türkiye officially entered into force on Thursday, October 1, 2026.
The agreement provides for the elimination or reduction of customs duties on goods originating in Ukraine or Türkiye. Proof of origin can be provided through an EUR.1 movement certificate or a declaration of origin, Ukraine’s State Customs Service reports.
The tariff preferences under the agreement will be introduced in stages.
For Ukrainian exports to Türkiye, the preferences take effect on October 1, 2026. For Turkish-origin goods imported into Ukraine, they will apply from January 1, 2027.
Starting October 1, Ukrainian exports to Türkiye will use tariff preference codes 429, covering the abolition of export duties, and 430, covering export tariff quotas.
From January 1, 2027, imports of Turkish-origin goods into Ukraine will use code 429 for the abolition or reduction of customs duties and code 430 for import tariff quotas.
The agreement is expected to establish a new framework for trade between Ukraine and Türkiye by reducing tariff barriers and introducing preferential access for eligible goods.
