Kazakhstan Agrees to Send Gasoline Aid to Russia

Kazakhstan has agreed to supply 50,000 metric tons of gasoline to Russia as humanitarian aid during July and August, according to four industry sources, The Caspian Post reports, citing Reuters.

Russia has faced fuel shortages in recent weeks, with long queues at filling stations and sharp increases in gasoline and diesel prices. The problems have been linked to Ukrainian attacks on Russian energy infrastructure, including oil refineries, as part of Kyiv’s efforts to undermine funding for Moscow’s war.

Other industry sources had previously reported that Russia had begun importing gasoline from India. During the summer, when fuel demand is at its peak, gasoline consumption in Russia reaches at least 110,000 metric tons per day.

President Vladimir Putin has accused Ukraine of attempting to sow discord among the Russian population. At the same time, he acknowledged that the strikes had caused fuel shortages in several Russian regions, while insisting that the authorities were addressing the situation.

According to the sources, Kazakhstan’s Pavlodar and Kondensat refineries will supply Ai-95 and Ai-92 gasoline.

In emailed comments, Kazakhstan’s Energy Ministry said it had not received any request from Russian state entities regarding fuel deliveries as humanitarian aid.

However, the ministry did not rule out the possibility of supplies from the Kondensat plant, which processes naphtha provided by Russia’s oil producer Tatneft.

“The possibility of supplying motor gasoline produced by Kondensat LLP to Russia in the near future will depend on the level of petroleum product availability on Kazakhstan’s domestic market,” the ministry said.

“If such supplies are carried out, the motor gasoline will be produced using feedstock supplied by Russia’s Tatneft,” it added.

The sources also noted that both the deliveries and payment arrangements could be complicated by the risk of sanctions related to the war in Ukraine.
