Kazakhstan Approves $470 Million Loan from Asian Development Bank

Kazakhstan is set to receive a 3.41 billion yuan (approximately 231.6 billion tenge) loan from the Asian Development Bank (ADB) to finance government priorities, including social programmes, transport infrastructure, industry and education.

The agreement was approved by deputies of Kazakhstan's Qurultay in two readings, Qazinform News Agency reports.

According to the draft law, the loan agreement between Kazakhstan and the ADB was signed on September 11, 2026.

The financing will have a maturity period of 15 years, including a three-year grace period. The interest rate will be based on the Shanghai Interbank Offered Rate (SHIBOR) plus a variable spread, while the commitment fee will be set at 0.15%.

"The implementation of the loan agreement will ensure timely financing of the Government's priority socio-economic commitments and strengthen the resilience of Kazakhstan's financial sector," the document states.

The funds will be used to cover priority government expenditure, including social programmes, transport infrastructure development, industrial projects, education and other key areas.

The financing is expected to support the government's socio-economic commitments while strengthening the country's financial resilience.
