Kazakhstan is offering Germany not only guaranteed supplies of critical raw materials but also the opportunity to establish joint production chains based on these resources, President Kassym-Jomart Tokayev said.

In an article for Handelsblatt, Tokayev said Kazakhstan wants to move beyond simply supplying raw materials and work with German companies on the entire production cycle.

“We offer our German partners not simply guaranteed supplies, but the joint creation of complete production chains - from geological exploration and extraction to processing, component manufacturing and the reuse of materials,” Tokayev wrote.

The Kazakh president said that Kazakhstan currently produces 21 of 34 raw materials considered strategically important to the European economy.

These include lithium, silicon, cobalt, niobium, tungsten and copper - resources that are increasingly important for the energy transition, engineering, industrial manufacturing, microelectronics and digital technologies.

Tokayev's proposal comes as Kazakhstan seeks to expand cooperation with European partners by developing its raw-material base while increasing domestic processing and production capabilities.

The approach would allow Kazakhstan and Germany to cooperate across multiple stages of the supply chain, from exploration and extraction to processing, manufacturing and recycling.
