Russia Ratifies Labor Agreement With India to Facilitate Temporary Employment

Russia has ratified an agreement with India on the temporary employment of citizens in each other’s territories.

Russian President Vladimir Putin signed the relevant law on October 12, 2026, following its adoption by the State Duma on October 1 and approval by the Federation Council the next day, according to rbc.ru.

The agreement between the Russian and Indian governments was signed in New Delhi on December 4, 2025. It establishes a framework for the temporary employment of citizens of one country in the other.

India’s The Economic Times reported in November 2025 that the agreement would address the protection of Indian workers’ rights in Russia.

As of the end of 2025, approximately 70,000 Indian citizens were working in Russia, primarily in the construction and textile industries.

Demand for Indian specialists has also been growing in Russia’s engineering and electronics sectors.
