US special envoy Steve Witkoff has arrived in St. Petersburg, Russia, for a planned visit that could include a meeting with Russian President Vladimir Putin.
Witkoff flew to St. Petersburg from Oslo, US Secretary of State Marco Rubio said. The Kremlin also confirmed that the US envoy was en route to the Russian city, according to TASS.
Kirill Dmitriev, a special representative of the Russian president, arrived at Pulkovo Airport to meet Witkoff.
The visit follows talks held in Oslo on October 20 between Norwegian Prime Minister Jonas Gahr Støre and Ukrainian President Volodymyr Zelenskyy.
At a press conference after the meeting, Støre said Witkoff was expected to visit St. Petersburg on October 21 for talks with Putin.
The US representative was reportedly planning to present the Russian side with proposals aimed at resolving the conflict in Ukraine.
Zelenskyy also highlighted the possibility of moving toward a trilateral summit involving the leaders of Ukraine, Russia and the US as one of the key ideas under discussion.
Separately, a source in Russia’s air traffic control services said that a US Air Force aircraft had crossed into Russian airspace amid reports of Witkoff’s planned visit.
