Armenia to Raise Residence Permit Fees From November 1

Armenia will increase fees for obtaining temporary and permanent residence permits from November 1, while the entire application process will be moved online.

The Armenian Ministry of Internal Affairs announced the changes, according to Sputnik Armenia.

Under the new system, all administrative procedures related to obtaining residence status will be conducted electronically. The ministry said the move is intended to improve the efficiency of government services and eliminate the need for applicants to wait in queues.

However, the shift to digital services will come with higher fees. Under the approved changes, the cost of residence-related documents will increase by an average of 1.5 to 2 times.

From November 1, the fee for obtaining a temporary residence permit will rise to 150,000 drams (about $385), compared with 105,000 drams (about $290) previously.

The fee for a permanent residence permit will increase to 250,000 drams (about $640) from 140,000 drams (about $387).

A certificate confirming the legality of residence will also become subject to a 30,000-dram (about $77) fee. Previously, the service was provided free of charge.

The ministry also introduced a new rule under which the state fee will not be refunded if an application for a residence permit is rejected.

A separate fee of 15,000 drams (about $41) will be charged for the issuance of a work visa starting January 1, 2027.

The Armenian Interior Ministry said the changes are linked to two main factors: the introduction of a new modern biometric system and the need to modernize migration administration for foreign citizens.
