Russian President Vladimir Putin has signed a decree establishing a list of information in the fuel and energy sector that will be subject to restricted access, as well as procedures for handling such data.
According to the presidential decree dated September 28 and published on the official portal for the disclosure of legal acts, the measures were introduced due to the need for urgent action in response to what Moscow describes as “unfriendly acts” violating international law by the United States and foreign states and international organizations that have joined it, The Caspian Post reports.
The decree restricts access to information concerning exports by legal entities, including the types and volumes of goods exported, their prices, and average prices set by producers for industrial goods or services intended for export.
It also covers information on sellers, buyers and other parties involved in or facilitating exports, as well as transportation companies, freight forwarders and insurers. The restrictions include data on vessels used to transport goods by sea, container registration numbers, transportation documents, and the dates and times when operations involving export goods begin and end.
The restricted information further includes shipment destinations and transportation routes, as well as locations where goods are handed over, loaded, transshipped, shipped or exported.
This includes the names of marine terminals where goods are loaded, transshipped or temporarily stored, along with the names of terminal operators. The decree also covers the geographical coordinates of warehouses and storage facilities used for goods intended for export.
The list includes the contents of documents required for customs procedures when exporting goods from Russia, aggregated customs statistics on exports by legal entities, and processing and production indicators of legal entities or Russian oil refineries.
The decree also applies to information on exchange transactions involving fuel, including planned sales volumes and transaction volumes concluded by a legal entity or by an entity belonging to the same group of persons under Russian anti-monopoly legislation.
The measure concerns the exchange sale of specific petroleum products, including gasoline with an octane rating of 92 or higher and diesel fuel, by oil companies and their subsidiaries, as well as by exchange participants acting on behalf of and at the expense of those entities.
