World Bank-Funded Project Transforms Kyrgyzstan’s Power Grid

Work to modernize the power grid and improve the reliability of electricity supplies in Kyrgyzstan is continuing under the Electricity Sector Modernization and Sustainability Project (KEMS).

According to the Ministry of Energy, KEMS is being implemented with the support of the World Bank, with a total project cost of $58 million, The Caspian Post reports, citing Kabar.

As part of the project, 281 transformers have been installed across all regions of the country. In addition, 10 power transformers with a voltage of 35 kV have been installed at the relevant substations.

The project also envisages the installation of 100 kilometers of cables in the cities of Bishkek and Osh, as well as in the Issyk-Kul region. As of July 8, 2026, 76.1 kilometers of cables had been installed, meaning that 76 percent of the plan had been completed.

In addition, the electricity metering system is being digitized. A total of 500,100 automated meters and 10,000 concentrators have been installed across all regions of the country. In 2026, another 390,000 smart meters are planned to be purchased.

The project also provides for the transition to digital management of electricity networks.

In particular, work is underway to introduce the SCADA system, which will enable real-time monitoring and control of electricity network facilities.

The project entered into force on July 28, 2023, and is scheduled to be implemented through the end of 2027. As of June 30, 2026, $32.7 million had been spent under the project.
