Kazakhstan to Raise Tolls for Some Foreign Drivers

Kazakhstan’s Ministry of Transport has proposed new rules that would introduce differentiated toll payments for foreign transit vehicles using national toll roads.

The changes are expected to take effect in late March 2026, The Caspian Post reports via Kazakh media.

Under the draft proposal, transit drivers from certain foreign countries would pay higher rates when traveling on republican-level toll highways. Officials say the measure aims to offset the additional maintenance and repair costs caused by heavy transit traffic, which accelerates road wear and tear.

The ministry noted that the extra revenue would be directed toward the development and upkeep of road infrastructure across the country.

Not All Foreigners Affected

The new rule will not apply universally. It will exclude:

Member states of the Eurasian Economic Union (EAEU)

Residents of Kazakhstan

Countries that have intergovernmental agreements regulating toll road payments

In other words, only foreign transit users from countries without relevant bilateral agreements would be subject to the revised tariff structure.

The draft order has been published for public review on the “Open NPAs” portal. If approved, the updated toll system will come into force at the end of March 2026.
