Montenegro’s government has approved a report calling for the termination of visa-free agreements with Russia, Belarus and Türkiye as part of efforts to align the country’s visa policy with the European Union.

The decision was announced following a government meeting on September 24. Montenegro’s government said it intends to terminate the agreements governing visa-free travel with the three countries, according to TASS.

Under a visa-regime decree adopted in July, citizens of Russia, Belarus, China, Türkiye and Saudi Arabia will need visas to enter Montenegro starting November 1, 2026.

Montenegro’s government said the measure is linked to its obligation to fully align its visa policy with EU rules as part of the country’s EU accession process.

The government also said it plans to initiate a new agreement with Türkiye that would preserve visa-free entry for holders of diplomatic, official and special passports, in line with EU rules allowing such exemptions.
