Tajikistan, Eurasian Development Bank Sign Landmark AI Cooperation Agreement in Dushanbe

A major step toward advancing digital transformation in Tajikistan has been taken as the Ministry of Industry and New Technologies signed a Memorandum of Understanding with the Eurasian Development Bank’s (EDB) Digital Initiatives Fund (DIF) during the AI Conf 2025 International Conference on Artificial Intelligence.

The agreement outlines plans to jointly develop digital projects, exchange AI expertise, and strengthen national innovation capacities, The Caspian Post reports via Tajik media.

Priority areas include the integration of AI into government systems, the creation of a multimodal language model (LLM), and energy efficiency and security solutions.

Dauren Rahimzhanov, Managing Director of EDB’s Digital Initiatives Directorate, said the Ministry plays a leading role in Tajikistan’s digital transformation:

“Under this memorandum, we’ll jointly develop AI technologies, exchange knowledge, and expand the portfolio of digital projects in Tajikistan,” he noted.

The collaboration will also leverage EDB DIF’s grant programs and financial tools to support digital projects with integration effects and cross-border technology transfer among EDB member states.

First Projects Underway

Among the first initiatives is the creation of an “Electronic City Map of Dushanbe” - a digital platform designed to support the city’s smart infrastructure development. The funding agreement for this project was signed with state enterprise Smart City on September 24, 2025.

Regional Cooperation in AI

Alexander Petrov, Director of EDB’s Digital Initiatives Directorate, emphasized the importance of international collaboration in AI:

“These projects require cooperation not only among EDB member countries but also with global institutions. Joint initiatives will help create a sustainable ecosystem and strengthen economic integration in the region.”

The partnership is expected to accelerate Tajikistan’s digital economy, enabling the use of AI to solve practical challenges while enhancing regional technological cooperation.

The Eurasian Development Bank (EDB) - which unites Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan - has financed 319 projects worth $19.1 billion as of July 2025. The Bank focuses on initiatives aligned with the UN Sustainable Development Goals, emphasizing digitalization, infrastructure, and green technologies across Eurasia.
