Kazakhstan Advances $15 Billion Industrial Park Project in Pavlodar Region

Kazakhstan is moving forward with a massive $15 billion industrial park project in the Pavlodar region, a development expected to transform the country's aluminum industry and create thousands of new jobs.

Prime Minister Olzhas Bektenov discussed the project's progress with Zhao Tingyun, Vice Chairman of XINFA GROUP, during a meeting focused on preparatory work for the large-scale investment initiative, The Caspian Post reports via Kazinform.

Zhao Tingyun said that a land plot has already been selected, and a specialized design institute has been engaged to develop the industrial park.

Bektenov instructed government agencies to provide comprehensive support for the project, highlighting its strategic importance for Kazakhstan's economic development. Officials expect the investment to generate significant benefits for both the Pavlodar region and the national economy.

The planned industrial park will feature a fully integrated production chain, enabling the deep processing of bauxite into high-value aluminum products. The project includes facilities capable of producing 4.8 million tons of alumina annually and 2.4 million tons of electrolytic aluminum. Deep-processing operations are expected to reach 1.2 million tons per year.

The development is projected to create approximately 10,000 jobs, making it one of the largest industrial investments in Kazakhstan in recent years.

Construction of the production facilities is scheduled to begin later this year. The first phase of the project is expected to launch in 2028, with full production capacity targeted for 2029.

Once completed, the industrial park could position Kazakhstan as a major regional hub for aluminum production and advanced mineral processing, strengthening the country's industrial base and export potential.
