Kazakhstan Eyes Third Nuclear Plant in Talks with Global Suppliers

Kazakhstan is moving forward with plans to expand its nuclear energy program, as the Kazakh Atomic Energy Agency announced ongoing negotiations with major international suppliers, including the China National Nuclear Corporation (CNNC), for the construction of the country’s third nuclear power plant.

The talks cover not only the development of large-scale nuclear reactors but also small modular reactors (SMRs), reflecting Kazakhstan’s ambition to diversify its energy portfolio and strengthen long-term energy security, The Caspian Post reports, citing Kazakh media.

CNNC, already identified as the leading contender for the second nuclear plant, is among the companies involved in these discussions. At the same time, authorities are evaluating potential sites for the new facilities. Site selection criteria include access to a permanent water source and integration into an existing power distribution network, key for operational sustainability.

Kazakh First Deputy Prime Minister Roman Sklyar, speaking at a press conference, confirmed ongoing negotiations with CNNC and emphasized the strategic importance of choosing the right location for future nuclear infrastructure.

Meanwhile, Russia’s Rosatom is spearheading the development of Kazakhstan’s first nuclear power plant, to be located in Ulken village, near Lake Balkhash in the Zhambyl Region. The estimated cost of that project stands at $14 billion.

Kazakh authorities noted that they have conducted “open and constructive” discussions with the leadership of several major reactor manufacturing companies, complemented by technical site visits. Following these engagements, Rosatom (Russia), CNNC (China), Électricité de France (EDF), and Korea Hydro & Nuclear Power have been shortlisted as potential suppliers for upcoming nuclear power projects.
