Kazakhstan Passes Landmark AI Law to Boost Innovation and Protect Citizens

Kazakh President Kassym-Jomart Tokayev has signed a groundbreaking law on artificial intelligence (AI), establishing clear rules for the development, use, and oversight of AI systems in Kazakhstan.

The new law defines AI as a tool for human tasks and sets responsibility and accountability standards for owners, users, and operators, The Caspian Post reports via Kazakh media.

It emphasizes safety, transparency, fairness, explainability, and data privacy, while prioritizing human well-being and freedom of choice.

The legislation bans AI systems that manipulate users or illegally process personal data, and introduces mandatory labeling for AI-generated goods and services to ensure public awareness.

Kazakhstan will also launch a national AI platform to develop, train, and pilot AI models, following global best practices.

In addition, the president signed amendments addressing digital assets, personal data protection, and information security, expanding regulations beyond the Astana International Financial Centre and tightening rules for retail transactions and consent validity.

The law is now set for official publication in the press.
