Kazakhstan plans to build 20 inclusive schools across the country as part of a $1 billion investment initiative aimed at expanding access to education for all children, including those with special educational needs.
The plans were announced by Sheikh Khalid Al Mualla at the 9th Kazakhstan Global Investment Roundtable (KGIR-2026), Qazinform News Agency reports.
At the forum, Kazakhstan’s Ministry of Education signed a memorandum of cooperation with DSKZ & KAMC LLP to support the construction of the schools.
Sheikh Khalid Al Mualla, a shareholder of DSKZ International Investment LLC, said the project would cover all 17 regions of Kazakhstan, as well as the country’s three major cities: Astana, Almaty and Shymkent.
“We represent a group of companies from the United Arab Emirates, India and Egypt. We have come to invest in Kazakhstan in partnership with the Government,” he said.
The schools will be designed to accommodate all children, including those with special educational needs, providing them with equal opportunities to receive a quality education.
“These schools are intended for all children, including those with special needs. Every child deserves a good education. Children with special needs also deserve equal opportunities. For us, this is a sacred mission. Helping children is the best investment,” Al Mualla emphasized.
However, the authorities and investors have yet to announce the exact construction locations, project implementation timelines or the planned student capacity of the schools.
Beyond education, the international investment group intends to expand its industrial presence in Kazakhstan.
According to the investor’s representatives, the group operates in the chemical industry and has a presence in the United Arab Emirates and Saudi Arabia. It also plans to establish a branch in Kazakhstan.
The proposed school project is part of broader investment cooperation between Kazakhstan and international partners, with a focus on both social infrastructure and industrial development.
