Former Chelsea Owner Joins Race for Lukoil’s Overseas Assets

US investor Todd Boehly, the former owner of London football club Chelsea, has secured backing from US authorities and representatives of Gulf countries as he seeks to acquire the overseas assets of Russian oil giant Lukoil.

Boehly has been working for several months to obtain approval to purchase Lukoil’s international business, according to Financial Times.

His consortium reportedly includes representatives of the US International Development Finance Corporation (DFC), Sheikh Tahnoon bin Zayed Al Nahyan, brother of the president of the United Arab Emirates, and members of Qatar’s billionaire Al-Khayyat family.

Boehly’s proposal has not yet received final approval. His bid has drawn particular attention as US authorities continue to review a separate proposal by investment firm Carlyle to acquire Lukoil’s overseas assets.

The Carlyle transaction, reportedly valued at about $20 billion, has been awaiting final US government approval despite receiving clearance from the Treasury Department’s Office of Foreign Assets Control (OFAC).

Earlier, the US extended the deadline for companies negotiating with Lukoil over its international assets. The OFAC license that allowed negotiations and agreements related to the sale of Lukoil International GmbH had previously been set to expire on February 28.

Forbes estimated Boehly’s net worth at $9.3 billion as of August 25, 2026.
