Agenda & Priorities

Discussions will cover pressing regional and global security issues, deeper political dialogue, expansion of trade and economic ties, and the strengthening of humanitarian and cultural cooperation within the CIS. The summit is expected to conclude with the adoption of a series of agreements to facilitate enhanced multilateral collaboration.

Putin’s State Visit and Bilateral Talks

Ahead of the summit, Russian President Vladimir Putin will embark on a state visit to Tajikistan on October 8-9. The itinerary includes one-on-one talks with Tajik leaders followed by an expanded meeting, during which several bilateral and intergovernmental documents are expected to be signed. A joint press conference between the presidents is scheduled to follow.

Central Asia-Russia Dialogue & Ministerial Sessions

On October 9, a Central Asia-Russia summit will convene, bringing together the presidents of Tajikistan, Kazakhstan, Kyrgyzstan, Turkmenistan, Uzbekistan, and Russia. This session will focus on bolstering bilateral cooperation and coordinating action against terrorism, extremism, drug trafficking, and other cross-border challenges. The meeting is expected to result in a Final Communiqué and Joint Action Plan.

Also on October 9, the CIS Council of Foreign Ministers will assemble in Dushanbe to discuss strengthening multilateral cooperation, regional security, and sustainable development.

Heightened Security Measures

Given the scale of the diplomatic events, security in Dushanbe has been significantly bolstered. Multiple roads, mosques, markets, and major shopping centers will be closed intermittently - for periods ranging from three to six days - as part of the protective measures ahead of and during the summit.
