EBRD Approves $6M for Dushanbe Heating Modernization

The European Bank for Reconstruction and Development (EBRD) has approved a $6 million loan and grant package to fund the “District Heating in Dushanbe” project, aiming to modernize the capital’s heating infrastructure.

The initiative, approved by Tajikistan’s lower chamber of parliament, includes $3 million in grants and $3 million in loans. It will involve reconstructing and expanding heating networks and connecting 193 buildings and 8 pumping stations to the centralized heating system, The Caspian Post reports via Tajik media.

Officials say the project will provide reliable heating to over 500,000 Dushanbe residents by 2028, reduce heat energy losses, cut network failures, lower production costs, and decrease CO₂ emissions. The program builds on a 2021 credit arrangement and is part of an additional credit agreement signed in October 2025 between the Ministry of Finance, the city administration, the Dushanbe Heating Network, and the EBRD.

Currently, 43 per cent of homes, schools, hospitals, and businesses in Dushanbe are connected to centralized hot water systems. During the 2025-2026 heating season, around 3,300 facilities were linked to the network. However, residents in some areas have reported inadequate heating, with inspections showing that temperatures in some heating stations were as low as 55 °C, below the required 75 °C.

Since its operations in Tajikistan began, the EBRD has invested over 1 billion euros through 188 projects, supporting key sectors of the country’s development.
