Teen Inventor Launches First AI Legal Assistant in Tajikistan

Tajikistan’s legal landscape is getting a high-tech boost thanks to Moni, the country’s first AI-powered legal assistant, created by just 15-year-old pupil Foteh Azizov from Dushanbe.

The idea came naturally to Foteh while assisting at his uncle’s law firm, The Caspian Post reports via Tajik media.

He noticed that legal language is complex and hard to understand, even for educated people. “There should be a tool that explains the law in simple terms for everyone,” he said. With support from his uncle and AAA Law Offices, Foteh began developing Moni.

Teaching himself AI basics, experimenting, and refining the platform with the help of a professional developer, Foteh turned his idea into a working tool. Today, Moni is a free online legal assistant that helps users interpret laws, find relevant codes, and get quick answers across fields like taxation, labor law, business, and land law. It supports Tajik, Russian, English, and Kazakh, and does not collect personal data. Users simply select a category and ask questions like:

“What does the law say about…”

“What rights/responsibilities are…”

“What is stipulated in the code regarding…”

Moni also operates through a multilingual Telegram channel, making it widely accessible. The platform has quickly grown in popularity, attracting over 500 Telegram subscribers and daily user traffic. Frequently asked questions include company registration, labor rights, paid vacation, VAT rates, and fines for traffic violations.

Looking ahead, Foteh says the focus is on making Moni even more helpful and accessible, keeping it free and easy to use, and turning it into a go-to legal advisor for everyone in Tajikistan.

This project highlights how youth innovation and AI technology can transform everyday access to legal knowledge, making the law clear and approachable for all citizens.
