Tajikistan Secures ADB Funding for Digital Pension Reform

The Asian Development Bank (ADB) has approved a technical assistance grant of $500,000 to support the Government of Tajikistan in advancing the modernization and digital transformation of the country’s social insurance and pension systems.

The grant will fund the development of a feasibility study for a future investment project, The Caspian Post reports, citing Tajik media.

The initiative aims to strengthen the institutional capacity of Tajikistan’s Agency for Social Insurance and Pensions (ASIP), create a national automated information system, and improve the agency’s overall operational performance.

The proposed investment project has already been included in ADB’s tentative project pipeline for 2026.

Under the scope of this technical assistance, ADB experts will analyze the legal, financial, and administrative structures of the country’s current system and provide recommendations for reform. The goal is to enhance governance, strategic planning, and investment management in the social protection sector. A significant part of the grant will go toward designing a comprehensive digitalization strategy for ASIP’s services.

ADB, established in 1966 and owned by 69 member countries (including 50 from the Asia-Pacific region), is one of the leading multilateral development banks focused on promoting inclusive, sustainable, and resilient economic growth.

Tajikistan has been a member of ADB for over two decades and is one of its major aid recipients. Over the past 26 years, ADB has financed 190 development projects in Tajikistan worth more than $2.7 billion, including $2.1 billion in grants. Since 2018, Tajikistan has been receiving ADB assistance exclusively in the form of grants.

ADB's long-standing partnership with Tajikistan spans key sectors such as transport, energy, agriculture, healthcare, education, and urban development, playing a vital role in the country’s socio-economic development.
