Azerbaijan Expands Energy Role as Europe Seeks New Gas Supplies

In recent years, geopolitical shifts in the global energy market have significantly increased the strategic importance of Azerbaijan's energy strategy.

Following the outbreak of the Russia-Ukraine war, one of the European Union's key energy policy priorities has been to diversify its energy supplies and reduce its dependence on Russian energy. Against this backdrop, Azerbaijan has strengthened its position not only as an energy producer but also as a reliable, long-term and predictable strategic partner.

Speaking during a question-and-answer session at the opening ceremony of the 4th Shusha Global Media Forum, titled "The Role of Media in Promoting Peace: Restoring Truth and Building Trust", on 13 July, Azerbaijani President Ilham Aliyev said Azerbaijan's strategic importance in the global energy market continues to grow, driven by its reliability and robust production and export capacity.

"In today's energy market, Azerbaijan's gas, as a reliable, predictable and alternative source, is probably more important than it was 10 years ago. We have sufficient potential to increase both production and exports," the president said.

This assessment accurately reflects the new reality that has emerged in Europe's energy security landscape in recent years.

Azerbaijan's role in Europe's energy security entered a new phase with the full-scale operation of the Southern Gas Corridor. The delivery of natural gas from the Shah Deniz field to European markets via the South Caucasus Pipeline, the Trans-Anatolian Natural Gas Pipeline (TANAP) and the Trans Adriatic Pipeline (TAP) has transformed Azerbaijan into one of the continent's leading alternative gas suppliers.

President Aliyev stressed that this strategy continues to evolve, stating: "This year we have started exporting gas to Germany and Austria. This is part of our overall strategy aimed at expanding our position in the global, and particularly European, gas market. The European market is a premium market where prices are higher. Therefore, we are highly interested in further expanding our export opportunities."

The 2022 Memorandum of Understanding on a Strategic Partnership in the Field of Energy between Azerbaijan and the European Union further strengthened the institutional foundation of this cooperation. The memorandum envisages a gradual increase in Azerbaijan's gas exports to Europe, underscoring that the country's energy policy is of strategic importance not only at the regional level but also to Europe's broader energy security.

As President Ilham Aliyev noted: "After the Russia-Ukraine war began, demand for Azerbaijani gas increased dramatically. The European Commission approached us and asked us to do everything possible to increase production as quickly as possible, and we did exactly that. During the recent visit of the President of the European Commission to Azerbaijan, it was noted that since 2022 we have increased our gas supplies to the European Union by 65 per cent, and this figure will continue to grow."

Today, Azerbaijan exports natural gas to 16 countries. Most of them are in Europe, and several rely on Azerbaijani gas as one of their primary energy sources.

President Aliyev stated: "Today, we supply gas to 16 countries through pipelines, and in terms of the geographical reach of pipeline gas exports, we rank first in the world."

This represents one of Azerbaijan's greatest competitive advantages. The country exports most of its gas via pipelines and currently ranks first in the world in terms of the geographical reach of its pipeline gas exports. This achievement reflects decades of energy diplomacy, billions of dollars in infrastructure investment, and long-term strategic planning.

President Aliyev also stressed: "This is not the end. There are additional opportunities ahead. We are currently negotiating with several European Union member states both to begin new gas deliveries and to increase existing supply volumes. Therefore, requests are coming to us in both directions."

In the global energy market, reliability is measured not only by the size of a country's resource base but also by its record of honouring contractual obligations, political stability and its ability to ensure uninterrupted supplies. Over the past decades, Azerbaijan has established a strong reputation as a dependable energy partner by consistently fulfilling all of its contractual commitments on time. Following the outbreak of the Russia-Ukraine war in particular, energy security has become not merely an economic issue but a matter of national security for many European countries.

Against this backdrop, Azerbaijan has distinguished itself as a politically stable, predictable and commercially driven energy partner.

One of the greatest strengths of Azerbaijan's energy strategy lies in its capacity to further increase both production and exports. In addition to the second phase of the Shah Deniz field, the Absheron field, the Umid-Babek project, the deep gas reserves of the Azeri-Chirag-Gunashli (ACG) field, the Karabakh field and several other prospective structures are expected to become key sources of future production growth.

President Aliyev stated: "Just a few months ago, we began production from the deep gas reserves of the ACG field under what we call the 'ACG Deep Gas' project. At the same time, based on the approved work programme and investment portfolio, production at our existing fields will also increase."

Expanding export infrastructure is also among the country's key priorities for the coming years. Discussions are under way on increasing the transmission capacity of both the Trans-Anatolian Natural Gas Pipeline (TANAP) and the Trans Adriatic Pipeline (TAP). As this infrastructure is expanded, Azerbaijan's capacity to export additional volumes of gas to Europe will also increase.

President Aliyev noted: "The existing gas transportation infrastructure needs to be expanded. However, the main obstacle in this regard is the European Union's green agenda. European financial institutions are not interested in financing fossil fuel projects."

According to the president, "The main question is where the necessary financing should come from to increase the capacity of the pipelines."

President Aliyev also underlined the strategic importance of long-term contracts, stating: "We need long-term contracts because increasing production significantly requires substantial investments. If, after a certain period, we are told, 'Thank you, we no longer need your gas,' then what are we supposed to do?"

Another key pillar of Azerbaijan's energy strategy is market diversification. Alongside its traditional European markets, developing new export destinations is strategically important both for the country's energy security and its commercial interests.

President Aliyev stated: "We have started exporting gas to a market that we had never previously considered - Syria. From there, we also have opportunities to access neighbouring markets where demand is high."

He added: "In our relations with our European partners, two issues are of particular importance: concluding long-term contracts and jointly working on expanding the existing gas transportation system."

Market diversification could also create new opportunities for Azerbaijan in the Middle East and the Eastern Mediterranean in the future. Such an approach would reduce dependence on any single market while making export revenues more resilient.

Azerbaijan's energy potential extends well beyond hydrocarbons. The Caspian Sea's vast offshore wind resources, the designation of Karabakh and Eastern Zangazur as green energy zones, and billions of dollars in investment in solar and wind power projects are adding a new dimension to the country's energy strategy.

President Aliyev stated: "By 2032, we plan to reach eight gigawatts of renewable energy generation capacity. This will allow us to save several billion cubic metres of gas that we currently use for electricity generation. Consequently, these gas volumes will become available for consumers."

He added: "We have two major advantages: growing gas production and export potential, and an existing market for this gas."

President Aliyev also stressed that green electricity exports have become one of Azerbaijan's strategic priorities, stating: "We have enormous potential in renewable energy. In Karabakh alone, hydropower plants with a combined capacity of 340 megawatts have already been commissioned. In addition, solar power plants with a total capacity of another 340 megawatts will be completed within the next year. Therefore, electricity exports to the European market are among the key priorities on our agenda. Europe needs additional energy resources, and we have additional opportunities to provide them."

This approach allows natural gas exports and renewable energy projects to complement one another. On the one hand, natural gas supports Europe's energy security during its transition to cleaner energy. On the other, renewable energy projects are helping to shape Azerbaijan's future export model while enabling larger volumes of natural gas to be redirected to higher-value export markets.

The current geopolitical environment has further enhanced the strategic importance of Azerbaijan's energy sector. The country is no longer merely a hydrocarbon exporter; it has become one of the key pillars of Europe's energy security, a regional energy hub and a reliable strategic partner.

As President Aliyev emphasised: "Without any doubt, energy security will remain one of the central issues on the global agenda. Demand for both our traditional energy resources and renewable energy sources will continue to grow."

Gas exports to 16 countries, the world's broadest geographical reach of pipeline gas exports, expanding production capacity, access to new markets, a cooperation model based on long-term contracts, and the parallel development of renewable energy projects all point to Azerbaijan's growing role in the global energy market in the years ahead.

Combined with advances in transport connectivity, logistics and green energy, the country's energy diplomacy is expected to further consolidate Azerbaijan's position as one of Eurasia's leading energy and transit hubs.
