Kazakh President Kassym-Jomart Tokayev has called for the establishment of a Cybersecurity Council within the Organization of Turkic States (OTS).
The president made these remarks during the 12th Summit of OTS Heads of State in Gabala, Azerbaijan, The Caspian Post informs via local media.
Highlighting the collective efforts of Turkic nations in combating terrorism, President Tokayev stressed the need to broaden cooperation to address the rising threat of cyberattacks worldwide. “Cyberattacks are widespread globally, and we must address this growing threat collectively. Therefore, I propose establishing a Cybersecurity Council,” he said.
Expressing confidence in Azerbaijan’s upcoming chairmanship of the organization, President Tokayev emphasized its potential to strengthen OTS initiatives.
“We highly value the Joint Declaration signed between Azerbaijan and Armenia. This historic step is aimed at finding solutions. Several countries have shown great interest in the expanding activities of the organization,” he added.
President Tokayev also proposed organizing a special event in Kazakhstan featuring representatives of the intelligentsia from the OTS.
He emphasized the vital role of cultural and humanitarian ties within the OTS region.
“We must educate the younger generation in the spirit of brotherhood and strengthen cultural integration among youth. In this regard, we propose holding a Creative Economy Forum next year in Almaty. This will help bring our young people closer together and enhance their knowledge and skills. I also consider it appropriate to hold a special event in Kazakhstan with the participation of intellectuals from our countries. This event could be organized within the Council of Elders of our organization,” Tokayev said.
Furthermore, he announced Kazakhstan’s initiative to establish a Club of Turkic World Researchers.
In his speech, President Tokayev also quoted the renowned Azerbaijani poet Bakhtiyar Vahabzade:
“A Turk has no right to be an enemy to another Turk!”
Moreover, President Tokayev presented several proposals and initiatives aimed at boosting cooperation within the organization.
The president expressed Kazakhstan’s support for establishing the “OTS+” format.
“Many countries have shown interest in the activities of our Organization. Kazakhstan supports the idea of creating the ‘OTS+’ format, whose primary goal will be the further expansion of our cooperation. This initiative will undoubtedly enhance the international authority of the organization even more,” he emphasized.
Tokayev also highlighted the growing threat of cyberattacks, which transcend borders and affect many countries worldwide.
“I propose establishing a Cybersecurity Council within the Organization to coordinate actions and mobilize the efforts of our member states. At the same time, this Council will promote the development of digital security and strengthen cooperation in this vital field,” he said.
The Kazakh president underscored the importance of fully implementing the “Turkic World Perspectives - 2040” program.
He identified elevating cooperation in the transport and logistics sector to a new qualitative level as one of the key tasks for OTS member states.
“Active work is underway to digitize the transport and transit sector. The application of artificial intelligence technology in this area will undoubtedly be beneficial. Therefore, we propose discussing the creation of a special Digital Monitoring Center within the OTS framework, involving leading experts,” Tokayev stated.
Additionally, Tokayev proposed establishing an OTS Digital Innovation Center and creating a Council for Best Practices in Energy Efficiency to promote sustainable development among member states.
