Kyrgyz President Sadyr Zhaparov has signed a series of amendments to the Criminal Executive Code aimed at reforming the country's correctional system and strengthening the protection of inmates’ rights.
One of the major changes includes the elimination and official repeal of provisions related to settlement colonies, removing them as a distinct type of correctional facility, The Caspian Post reports per Kyrgyz media.
To further support the rehabilitation process, the updated legislation introduces mechanisms for the review of previously issued first-instance court rulings. It also paves the way for conditional early release for prisoners who demonstrate exemplary behavior and meet specific criteria for correction.
The amendments also focus on enhancing security protocols within penitentiary institutions. New measures are designed to prevent the smuggling of prohibited items, reduce the risk of prison escapes, and reinforce both internal discipline and external security across correctional facilities.
