Turkmenistan Approves $38 Billion 2026 State Budget, Focuses on Wages, Pensions, and Regional Development

Turkmenistan has approved its 2026 state budget, setting total revenues and expenditures at 131.8 million Turkmen manat ($38.24 billion).

The centralized budget accounts for 119.7 million manat ($34.71 billion), with 24.3 million manat ($7.06 billion) allocated to the first-tier budget, The Caspian Post informs via Kazakh media.

To support regional growth, 3.3 million manat ($980 million) is earmarked for subsidies, with the largest shares going to Dashoguz, Lebap, and the newly established city of Arkadag.

Local budgets total 15.5 million manat ($4.50 billion), led by Lebap ($906 million), Mary ($866 million), Dashoguz ($814 million), and Ashgabat ($796 million). Priority spending will target wages, pensions, state benefits, and stipends, with budget deficits managed through government borrowing and surplus use, while excess revenues will go toward loan repayment and socioeconomic projects.

The announcement comes ahead of President Serdar Berdimuhamedov’s state visit to Kazakhstan on November 24-25, strengthening regional cooperation and bilateral ties.
