Uzbek Leader Launches Bold Plan to Supercharge Greenhouse Sector and Food Exports

Uzbek President Shavkat Mirziyoyev has enacted a sweeping decree titled “On Additional Measures to Improve the Efficiency of Greenhouse Farms and Boost Export Volumes,” marking a bold shift in Uzbekistan’s agricultural and export strategy.

The decree is intended to fast-track greenhouse agriculture, open fresh avenues for growth, and dramatically enhance the country’s export output of fruits, vegetables, and food products, The Caspian Post informs via Uzbek media.

Ambitious Goals for 2025-2027

Under the directive, Uzbekistan is targeting exports of $3.5 billion in fruits, vegetables, and food products by 2026, rising to $4 billion by 2027.

To support these projections, the government will guarantee natural gas supply to greenhouse farms. Production targets have been set at 620,000 tons in 2026 and 670,000 tons in 2027, with the proportion of exports expected to soar from current levels of 30 per cent to as much as 70 per cent.

The decree also provides for the addition of new cultivation areas: 20,000 hectares of fruit and vegetable plantings in 2026 and 15,000 hectares in 2027.

Incentives to Spur Growth

To foster a stable and investment‑friendly environment, the decree offers key fiscal measures:

From January 1, 2026, through end‑2028, greenhouse farms will benefit from a reduced social tax rate of 1 per cent.

Any tax arrears existing as of October 1, 2025 will be payable by the end of 2028 without interest penalties.

Towards a Full Value‑Added Sector

Beyond boosting exports, the measures aim to build a complete value-added chain, integrating cultivation, processing, and marketing. This is intended to enhance the sector’s competitiveness, ensure stability, and anchor Uzbekistan more firmly in global agricultural markets.

If successful, the decree will not only help meet domestic demand but will also position Uzbekistan as a regional leader in greenhouse-grown produce exports.
