Kazakhstan Ratifies Green Energy Partnership Deal

Kazakhstan has officially ratified an agreement on strategic cooperation in green energy production and transmission with Azerbaijan and Uzbekistan, following the signing of the relevant law by President Kassym-Jomart Tokayev.

The law’s text has been published, confirming the agreement initially signed by the three countries’ leaders on November 13, 2024, in Baku, The Caspian Post reports, citing Kazakh media.

The agreement establishes a framework for strategic partnership focused on expanding cooperation in clean energy and improving energy efficiency, based on equal legal standing among the participating states. It also envisages the implementation of joint projects involving the production and trade of environmentally friendly hydrogen and ammonia, alongside the development of unified technical and administrative systems to support reliable cross-border transmission of renewable electricity.

Key provisions include aligning technical and commercial standards to ensure uninterrupted flows of green electricity, promoting the adoption of energy-efficient technologies, and building infrastructure to facilitate energy exports to Europe and other regions. The agreement also supports the expansion of national power grids and considers potential integration with the Black Sea Energy subsea electricity cable project.

Additionally, the framework calls for the creation of a Steering Committee with equal representation, meeting at least twice annually, and a Working Group tasked with preparing yearly cooperation plans. It also defines rules on confidentiality for shared information and outlines mechanisms for resolving disputes through consultation and negotiation.
