Finland’s President Visits Kazakhstan to Strengthen Bilateral Ties and Promote Sustainable Development

Kazakhstan’s President Kassym-Jomart Tokayev and Finland’s President Alexander Stubb have adopted a Joint Statement reaffirming their countries’ commitment to deepening bilateral cooperation, expanding trade and investment, and promoting sustainable development across key sectors, following an official visit to Kazakhstan on October 28-29, 2025.

During the visit, the two leaders reaffirmed the strong partnership between Kazakhstan and Finland, reflecting over 33 years of diplomatic relations built on friendship, mutual respect, and productive cooperation, The Caspian Post reports via Kazakh media.

They emphasized their commitment to further strengthening and diversifying bilateral ties.

The presidents held in-depth discussions on a wide range of bilateral, regional, and global issues. They underscored the importance of regular dialogue and constructive exchanges, reaffirming their support for multilateralism and the fundamental principles of international law, including respect for the sovereignty, independence, and territorial integrity of all states. Both leaders stressed the need to resolve conflicts through peaceful, political, and diplomatic means.

The visit focused on expanding cooperation across economy, trade, and investment, with particular attention to sustainable business practices and support for small and medium-sized enterprises. Key sectors identified for collaboration include energy, energy efficiency, environmental technologies, water and forestry management, construction, ICT, infrastructure, transport and logistics, engineering, and industrial innovation. The leaders also highlighted opportunities for cooperation in digital development and artificial intelligence.

Both presidents recognized Kazakhstan’s pivotal role in the Trans-Caspian International Transport Route (TITR), emphasizing its growing importance as a reliable link between Asia and Europe, and expressed support for the EU’s Global Gateway initiative. They welcomed the role of the Kazakhstan-Finland Intergovernmental Commission on Trade and Economic Cooperation and the convening of a Business Forum during the visit as a platform to enhance bilateral economic ties.

The leaders also discussed the role of the Astana International Financial Centre (AIFC) in promoting investment, financial innovation, and sustainable finance. They encouraged cooperation between the AIFC and Finnish financial and innovation institutions, particularly in fintech development.

Security and defense cooperation were also highlighted, including collaboration between Kazakhstan’s Peace Operations Center (KAZCENT) and Finland’s FINCENT. Both presidents reaffirmed their commitment to tourism, higher education, science, research, and cultural exchange, emphasizing joint initiatives, knowledge sharing, and promotion of sustainable practices.

Migration and visa facilitation were discussed, with both sides supporting negotiations between Kazakhstan and the EU to simplify travel and strengthen mobility. The presidents also expressed readiness to continue cooperation under the Enhanced Partnership and Cooperation Agreement between Kazakhstan and the EU, which entered into force in March 2020, and to advance dialogue between Central Asia and the EU to promote sustainable development and regional prosperity.

President Stubb praised the role of Consultative Meetings of the Heads of State of Central Asia in promoting peace, trust, and regional cooperation. Both Presidents highlighted joint efforts to implement the 2030 Agenda for Sustainable Development, including climate action, water management, desertification prevention, biodiversity preservation, and disaster risk reduction.

They welcomed the upcoming Regional Ecological Summit in Kazakhstan in April 2026, organized in partnership with the UN and other international organizations, as a platform for advancing sustainable development in Central Asia. Finland also expressed support for Kazakhstan’s initiative to establish a UN Regional Centre for Sustainable Development Goals (SDGs) for Central Asia and Afghanistan in Almaty. Kazakhstan thanked Finland for co-sponsoring the relevant UN resolution and reaffirmed their shared commitment to sustainable development and regional stability.

Both presidents reiterated the importance of achieving a comprehensive, just, and lasting peace in Ukraine in line with UN principles. President Tokayev acknowledged Finland’s active chairmanship of the OSCE in 2025 and wished a successful conclusion of its mandate.

The presidents expressed confidence that the agreements reached during the visit would boost comprehensive bilateral cooperation and agreed to maintain close dialogue to further strengthen Kazakhstan-Finland relations.
