Kazakh President Kassym-Jomart Tokayev has issued a decree to establish a "Working Group on Parliamentary Reform" aimed at developing proposals based on his September 8, 2025, State of the Nation Address titled “Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Solutions through Digital Transformation”.
The newly formed Working Group comprises representatives from both chambers of Kazakhstan’s Parliament-the Majilis (parliament) and the Senate-along with members of the Assembly of People of Kazakhstan and leaders of political party factions in the Majilis, The Caspian Post informs per Kazakh media.
In addition to parliamentary figures, the group includes heads of research institutes and distinguished legal scholars specializing in constitutional law and the theory of state and law. Experts and members of the National Kurultai (Assembly) are also part of the reform team, bringing a broad range of expertise to the process.
President Tokayev’s annual address outlined the vision for transforming Kazakhstan’s Parliament from a bicameral to a unicameral system as part of a broader push for modernization and increased legislative efficiency. The Working Group’s task is to develop concrete reform proposals that will support this transformative agenda.
