The Senate of Kazakhstan has approved amendments to the Subsoil Use Code aimed at attracting investment, increasing transparency, and advancing digitalization in the country’s subsoil sector.
Key provisions include giving strategic investors priority rights for major industrial projects, raising domestic content requirements from 50 per cent to 70 per cent for exploration and extraction, introducing electronic auctions for subsoil use rights, and strengthening liability for false reporting, The Caspian Post reports via Kazakh media.
The law also allows subsoil use in populated areas with proper permits and establishes a unified digital platform for public services and information exchange. The National Geological Service is designated as the national operator for geology, ensuring centralized oversight and non-privatization.
Earlier reports showed Kazakhstan invested 80 billion tenge ($154.967 million) in subsoil exploration in the first nine months of 2025.
