Kazakhstan has climbed 16 places in the Government AI Readiness Index 2025, ranking 60th out of 195 countries, according to a new report by international analytical center Oxford Insights.
The country previously ranked 76th, The Caspian Post reports via Kazakh media.
The Ministry of Artificial Intelligence and Digital Development said that the improved position reflects stronger institutional and infrastructure capacity, as well as the active integration of artificial intelligence into public administration and government services. Kazakhstan posted a particularly strong result in Public Sector Adoption, scoring 73.59 points, highlighting the widespread use of digital solutions, the expansion of e-government platforms, and the shift toward proactive services for citizens and businesses.
Officials noted that Kazakhstan now leads Central Asia in AI readiness. In 2025, the index was compiled using an updated methodology that places greater emphasis on the state’s role - from strategic planning and regulation to the practical application of AI in the public sector and the wider economy.
Oxford Insights also highlighted Kazakhstan’s political capacity and governance readiness, pointing to the presence of strategic policy documents, a developing regulatory framework, and consistent institutional focus on artificial intelligence. These factors, the report said, have enabled the country to pursue a long-term and systematic AI policy.
The ministry added that the findings also outline priorities for further growth, including faster commercialization of AI solutions, development of the private tech sector and startups, broader market adoption, and improved business access to data and financing tools.
