In the first half of 2025, Kazakhstan and Kyrgyzstan emerged as the leading recipients of Russian electricity exports, accounting for nearly 52 per cent of total outbound power supply.
Inter RAO, Russia’s exclusive operator for electricity imports and exports, has reported a 12.6 per cent year-on-year decline in electricity exports for the first half of 2025, delivering a total of 3.075 billion kilowatt-hours, The Caspian Post reports per Kyrgyz media.
Mongolia received approximately 16 per cent.
At the same time, imports surged by 14.8 per cent to reach 1.273 billion kilowatt-hours, largely fueled by cross-border flows from Kazakhstan.
“Export volumes to China remain below planned levels due to ongoing constraints in the Far Eastern energy grid, continuing a trend observed in the first half of 2024,” the company said in a statement.
The figures underscore shifting regional energy dynamics and the growing role of Central Asia in Russia’s power trade.
Inter RAO is a major Russian energy conglomerate involved in electricity and thermal power generation, energy trading, retail sales, power engineering, project management, and industry-specific IT solutions.
