Kazakhstan’s Digital Headquarters, chaired by Prime Minister Olzhas Bektenov, has announced the official launch of a unified digital ecosystem.
This initiative marks a significant step toward integrating and advancing the country’s digital infrastructure, The Caspian Post reports via Kazakh media.
The Headquarters approved a series of measures aimed at creating a cohesive digital environment, promoting creative industries, and supporting IT startups and universities. Key government ministries-including Finance, National Economy, Artificial Intelligence, and Digital Development-along with local authorities, have been tasked with expanding priority ICT activities by November 10, 2025. These efforts are designed to strengthen the Corporate Fund Astana Hub International Technopark as a regional leader in innovation and entrepreneurship.
In a move to enhance user experience and security, the government has prohibited agencies and subordinate bodies from developing independent mobile applications unless they are incorporated into the centralized eGov and Aitu platforms. This is part of a broader plan to create a seamless digital environment by consolidating government services under a SuperApp model, reducing app fragmentation, and speeding up service delivery.
The Digital Headquarters also approved new regulations for allocating computing resources at the national supercomputer center, Alem.cloud. These rules will establish transparent and equitable access to high-performance computing for startups, research institutions, universities, government agencies, private sector projects, and foreign companies. The Ministry of Science and Higher Education will continue to provide support to universities under existing frameworks.
Expanding the scope of Astana Hub’s activities, the Headquarters instructed the inclusion of multimedia, design, game development, software implementation and maintenance, eSports, business process outsourcing, and English language learning services targeted at international users.
Priority access to Alem.cloud’s resources will be given to projects promoting artificial intelligence and digital solutions in critical sectors such as education, healthcare, agriculture, water management, public administration, oil and gas, mining, transport and logistics, manufacturing, construction, and robotics. These efforts are aimed at accelerating Kazakhstan’s technological modernization and establishing a resilient digital infrastructure fit for the AI era.
Earlier reports also highlighted Kazakhstan’s work on developing seven national standards for artificial intelligence, reinforcing the country’s commitment to becoming a regional leader in digital innovation.
