Kazakhstan Plans Major Increase in Law Enforcement Funding for 2026

The Kazakh government has approved the bill “On the National Budget for 2026-2028”.

Kazakh Minister of Finance Madi Takiyev outlined key priorities of the draft budget, noting that social spending will total 10.725 trillion tenge ($19.963 billion), The Caspian Post informs via Kazakh media.

This includes a 10 per cent indexation of social payments, reflecting the average inflation rate, and an increase of 288,000 pensioners and benefit recipients.

Support for the real sector is projected at 3.626 trillion tenge ($6,749 billion) in 2026, with 732 billion tenge ($1.362 billion) earmarked for the agro-industrial sector to fund subsidies and develop storage and processing infrastructure.

Transport infrastructure will receive 855 billion tenge ($1.591 billion), while road construction is allocated 580 billion tenge ($1.079 billion).

For the first time, energy and utilities modernization projects will be financed not only from the national budget but also through funds from second-tier banks, the Development Bank of Kazakhstan, and local executive bodies, under the Modernization of Energy and Utilities Sector national project.

Law enforcement expenditures in 2026 are expected to exceed 3 trillion tenge ($5.584 billion), an increase of 335 billion tenge ($623.553 million) compared with the current year, accounting for nearly 11 per cent of total spending.

The planned subvention volumes are projected at 5.1 trillion tenge ($9.492 billion) for 2026, 6.4 trillion tenge ($11.912 billion) for 2027, and 6.8 trillion tenge ($12.657 billion) for 2028.

Earlier, the government presented the 2035 Economic Development Plan, providing a long-term strategic framework to guide Kazakhstan’s economic growth.
