Kazakhstan is preparing to launch new tailored visa regimes for foreign workers, investors, and highly qualified professionals as part of a broader strategy to attract global talent and investment.
The announcement was made by First Vice-Minister of Labor and Social Protection Yerbol Tuyakbayev during a roundtable dedicated to implementing the presidential decree aimed at creating favorable conditions for skilled specialists, entrepreneurs, and international investors, The Caspian Post reports via Kazinform.
One of the centerpiece initiatives will be the introduction of the Altyn (Golden) Visa, designed to attract strategic investors and highly qualified experts to Kazakhstan.
The country also plans to introduce digital residency and simplified entry procedures for foreign professionals and investors, alongside a new classification system for foreigners arriving for employment purposes.
Under the proposed system, foreign nationals will be divided into four categories:
Business migrants
Highly qualified professionals with unique expertise
Mid-level skilled workers hired by employers
Migrant workers employed by individuals for household services
Each category will receive its own visa regime based on the purpose of entry, skill level, and duration of stay.
Tuyakbayev said that the new system will also allow eligible foreigners to transition from temporary visas to long-term residency after a defined period of work or investment activity in Kazakhstan.
Holders of the new status may gain access to a range of incentives, including tax benefits, banking services, healthcare, education, and licensed business activities.
Kazakhstan additionally plans to simplify administrative procedures, reduce visa processing times, and introduce a “single-window” system for government services.
A unified digital platform called QazETA will also be launched, featuring e-Residency and e-Residency Invest programs aimed at streamlining interactions for international investors and specialists.
