Kyrgyzstan is preparing to strengthen cooperation with Russia on internal affairs and migration by opening a new Ministry of Internal Affairs (MIA) representative office in Moscow.

Russian President Vladimir Putin has signed a law ratifying an intergovernmental agreement with Kyrgyzstan that establishes the legal framework for representative offices of the countries’ competent authorities dealing with internal affairs and migration, The Caspian Post reports via 24.kg.

Kyrgyzstan to establish MIA representation in Moscow

The agreement was signed in Bishkek on November 26, 2025.

It updates the status of the Russian Interior Ministry’s representative office in Bishkek, which was established under a similar intergovernmental agreement in 2017.

At the same time, the agreement provides for the transformation of the existing Moscow office of Kyrgyzstan’s State Migration Service under the Cabinet of Ministers into a representative office of the Kyrgyz Ministry of Labor, Social Security and Migration.

Kyrgyzstan also plans to open a Ministry of Internal Affairs representative office in Moscow.

The new office will coordinate with Russian competent authorities on matters related to internal affairs and migration, potentially strengthening information exchange and cooperation between the two countries.
