Russia's St. Petersburg has banned certain foreign migrants from working in retail stores, hair salons and fitness clubs as part of efforts to combat undeclared employment.
Under the new rules, affected foreign workers will no longer be allowed to work in the specified sectors. The measure is intended to tackle employment outside the official labor system, according to Lenta.ru.
However, the restrictions do not apply to citizens of Belarus, Kazakhstan, Armenia and Kyrgyzstan, or to foreign nationals who hold work permits.
Businesses have until December 15, 2026, to adjust their staffing levels to comply with the updated list of permitted employment activities.
The decree requires employers to bring their workforce in line with the revised regulations by the deadline.
The new restrictions introduce additional employment requirements for foreign migrants working in several service and retail sectors in Russia’s second-largest city.
