EU Sanctions Hit Two Companies from Uzbekistan

The European Union has added two companies from Uzbekistan to its 20th package of sanctions against Russia.

The restrictions target the Fergana chemical plant producing cotton cellulose and Raw Materials Cellulose LLC. Both firms are accused by the EU of being indirectly linked to Russia’s military-industrial supply chains, The Caspian Post reports via Uzbek media.

According to the EU statement, Raw Materials Cellulose LLC supplies cotton cellulose to Russian defense-related enterprises, including facilities involved in producing gunpowder used for military purposes. The company is therefore described as supporting Russia’s defense industry through material supply chains.

Another sanctioned entity, Fargona Kimyo Zavodi LLC, is also a cotton cellulose producer. The EU claims it has supplied products to Russian plants involved in weapons production. The company is reportedly controlled by Uzbek businessman Rustam Muminov.

Previously, similar restrictions against these companies were imposed by the United Kingdom and Ukraine.

The EU also noted that Muminov was included in its 19th sanctions package adopted on October 23, 2025.
