Emin Agalarov, Azerbaijani entrepreneur and founder of Sea Breeze, alongside Aziz Abdukhakimov, Uzbekistan’s Minister of Ecology, have spoken to local journalists about the environmental impact of the upcoming Sea Breeze resort project on the shores of Lake Charvak.
Agalarov assured the public that environmental concerns are being carefully addressed, The Caspian Post reports, citing local media.
He referenced the success of a similar development in Baku by Agalarov Development, and stated that Uzbekistan’s Ministry of Ecology had already given a positive assessment of the Charvak resort plans.
The Sea Breeze Uzbekistan project was initially presented to President Shavkat Mirziyoyev in December 2024. Envisioned as a seasonal resort spanning 500 to 700 hectares, the complex will include beaches, sports facilities, hotels, summer houses, residential communities, shops, restaurants, schools, a water park, and green public areas.
During a follow-up meeting in April 2025, Agalarov emphasized that the waterfront development would effectively become a new town, and expressed confidence that construction would begin this summer.
In June, during the 4th Tashkent International Investment Forum, Agalarov signed a formal agreement with Uzbekistan’s Ministry of Investments, securing an estimated $5 billion in funding for the project.
Agalarov also underscored the project's focus on sustainability, noting that solar panels would be installed on 45 buildings and over 200 palm trees would be planted as part of a comprehensive green landscaping plan.
Abdukhakimov highlighted that the project could support the environmental cleanup of Lake Charvak, much like efforts around the Caspian Sea. He said that the ministry’s specialists had already visited the Baku resort for firsthand analysis and confirmed that Sea Breeze was ready to meet all environmental conditions.
“They have agreed to involve Uzbek ecologists throughout the process,” Abdukhakimov noted. “All proposals will be reviewed collectively, and we will maintain strict monitoring. A green framework will be established before the start of construction.”
