Uzbekistan Explores New Professional Training System for Public Procurement Specialists

Sarvar Nazarov, Director of the Department of Public Procurement Policy at Uzbekistan’s Ministry of Economy and Finance, has met with Julian Doczi, Senior Procurement Specialist at the Asian Development Bank, and Scott Dicken, Executive Director at Charles Kendall & Partners, to discuss the development of a comprehensive professional training system for public procurement personnel.

The proposed joint project aims to create a structured program for training specialists and organizing their ongoing professional development, The Caspian Post informs via Uzbek media.

In the first phase, a nationwide study will assess demand and interest in the public procurement profession and evaluate the potential of existing training centers and mentors.

Participants focused on developing training materials and integrating them into educational programs at relevant institutions. The meeting also underscored the importance of establishing a certification system to standardize evaluation of qualifications and designate an authorized certification body.

The Ministry’s Training Center was proposed as a base for training, professional development, and certification. A working group will be formed to define priority objectives and concrete steps for project implementation by the end of the year. Discussions also included the potential inclusion of the “public procurement specialist” profession in the official government job classification.

Concluding the talks, the participants emphasized the importance of continued collaboration and expressed readiness to hold further consultations on related initiatives.
