Uzbekistan Opens Door for Private Sector in Organ Transplant Surgery

Private clinics in Uzbekistan are set for a major expansion of services, including permission to carry out organ transplants under new healthcare reforms aimed at strengthening the role of the private sector.

According to a presentation for President Shavkat Mirziyoyev, private medical institutions will also be allowed to provide services financed by the state budget across all licensed areas, marking a significant shift in the country’s healthcare system, The Caspian Post reports via Uzbek media.

The reforms highlight rapid growth in the sector. In 2016, Uzbekistan had around 3,200 private clinics, while by 2026 that number is expected to reach 8,700. Hospital capacity has also expanded sharply, rising from 16,000 to 57,000 beds.

Starting July 1, 2026, stricter licensing rules will be introduced.

Authorities plan to revise 14 of 48 licensing requirements to improve patient safety and service quality. At the same time, the practice of fully shutting down multi-profile clinics will be abolished, with penalties applied only to specific areas of violation.

All licensing responsibilities will be transferred to a new body, the Center for Licensing and Accreditation of Medical Organizations, which will also strengthen oversight through digital monitoring systems.

From 2028, the state insurance fund will stop purchasing services from non-accredited private and public institutions, further increasing pressure on clinics to meet updated standards.

The reforms are designed to modernize healthcare delivery, improve quality control, and expand access to advanced medical services-including high-complexity procedures like organ transplantation.
