The 12th Summit of the Organization of Turkic States (OTS) is underway in Gabala, Azerbaijan on October 7, with leaders gathering to discuss a range of strategic initiatives - most notably, the introduction of a new framework called OTS+, designed to enhance cooperation with countries outside the bloc.
OTS Secretary General Kubanychbek Omuraliev noted that the OTS+ format aims to create new pathways for collaboration with non-member states that share mutual interests with the Turkic world, The Caspian Post informs via Kazakh media.
“The OTS+ format will create opportunities for deeper collaboration with non-member countries,” Omuraliev said. “A decision will also be made to expand cooperation within the organization itself.”
Omuraliev reiterated that full membership in the OTS remains exclusive to countries where Turkic languages hold official status. However, OTS+ will enable the organization to build flexible partnerships beyond its current membership base - opening doors for broader regional influence.
Shift Toward Economic Focus
While past summits have prioritized security issues, this year’s focus is shifting toward economic cooperation, Omuraliev noted. The 2025 agenda includes crucial topics such as:
Transportation networks
Logistics corridors
Infrastructure connectivity
“These are strategic areas for all of our member states,” he said, underscoring the urgency of coordinated development in these sectors.
Regional Leaders in Attendance
Among the key participants is Kazakh President Kassym-Jomart Tokayev, who arrived earlier in the day to join his counterparts for the high-level talks.
The summit is expected to result in key decisions shaping the future of the Turkic world's regional and global engagement, signaling a new phase of inclusive and economically driven diplomacy for the OTS.
