Kazakh human rights defender Murat Adam has said that by decision of the Kazakh Prosecutor General’s Office, Chechen activist Mansur Movlaev is to be extradited to Russia within 30 days.
Movlaev remains in pretrial detention in Almaty, The Caspian Post reports via Russian media.
In late December 2025, Kazakh authorities denied him asylum; that decision is currently being challenged in court. His support group has condemned the extradition ruling as unlawful, warning that returning him to Russia would place his life at extreme risk and saying they do not trust assurances from Russian authorities regarding the absence of torture.
In Russia, Movlaev is wanted on charges of financing extremism over a money transfer that the Chechen opposition movement Adat claims was carried out by security services themselves. Previously, Movlaev spent two years in a Russian penal colony on drug charges, which he says were used to pressure him over his political activity. After his release in 2022, he was reportedly abducted and tortured in an unofficial detention facility, before managing to flee to Kyrgyzstan in 2023.
In May 2025, Movlaev was detained in Kazakhstan at Russia’s request.
