Kazakhstan Advances SpaceX Satellite Mobile Service Plan

Kazakhstan is preparing to introduce SpaceX’s Direct-to-Cell service, according to Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev, who outlined the country’s plans for the rollout.

Madiyev stated that the telecommunications operator “KaR-Tel” LLP, which operates under the Beeline trademark, is currently working together with SpaceX on the implementation of Direct-to-Cell connectivity in Kazakhstan, The Caspian Post reports, citing Qazinform.

The initiative is aimed at enabling mobile connectivity via satellite technology, expanding coverage and improving access to communication services.

According to the minister, the ongoing work is being carried out within the framework of a memorandum of understanding signed on November 6, 2025. The agreement was concluded between Kazakhstan’s Ministry of Artificial Intelligence and Digital Development, “KaR-Tel” LLP, and SpaceX.

The signing of the memorandum took place during the C5+1 Summit, marking a formal step in cooperation between the parties on this technological project. The agreement established the basis for joint efforts to develop and deploy Direct-to-Cell services in Kazakhstan.

The project reflects Kazakhstan’s broader efforts to modernize its digital infrastructure and expand next-generation telecommunications capabilities in partnership with international technology companies.

At the end of 2025, pilot tests of this technology had been conducted in the country.

"To launch the service into commercial operation, coordination works with national security authorities on relevant issues are underway," the Deputy Prime Minister said.
